AvengerCon VIII: Collective Cyber Defense: Getting From Theory to Reality

Synopsis:
Collective defense democratizes the burden of persistent defense among conflict stakeholders; And theoretically is a permanent component of counteroffensive strategy and/or deterrence. Despite universal agreement that collective defense could be beneficial to civilian, allied and USG HVTs subject to persistent, focused APT aggression, collective cyber defense remains theoretical. This talk will discuss the impediments and practicalities of achieving and sustaining an alliance of collective defenders (capability gaps, capacity issues, competing interests, privacy requirements, and the question of ultimate authority). And also examine potential properties required of a global, interoperable defensive cyberweapon.
