Victory in Europe is achieved through an official ceasefire that takes effect one minute past midnight, May 8, 1945. President Harry Truman dedicated the victory to the memory of his predecessor, Franklin Roosevelt, but went on to describe it as a victory only half won. (U.S. Army video edited by Sgt.
