B-roll interview of the California National Guard's 40th Combat Aviation Brigade hosting a commissioning ceremony for Fresno State ROTC graduates. Interviewed is Col. David Hall, commander, 40th CAB and director, Army Aviation and Safety, California Army National Guard. Ten officers were pinned their new second lieutenant "gold bar" rank.
