Defense Secretary Ash Carter proposed legislative changes to the structure of the Goldwater-Nichols Act of 1986 to help the Defense Department confront challenges in an increasingly complex world during a speech at the Center for Strategic and International Studies, April 5, 2016. Carter’s suggested changes include clarifying the role and authority of the chairman of the Joint Chiefs of Staff, updating the functions of combatant commands, streamlining acquisition, and reforming joint personnel management.
